The Shining Light Liberation Army is a terrorist organization that killed Kimiko's parents and kidnapped her along with her brother. They forced them to join their army and sent Kimiko to America, where she underwent Compound V testing, ultimately becoming a Supe. Afterwards, her brother, Kenji, was later injected with Compound V and sent to America as well.
