Papers is a long-haired man who only wears pants and whose superpower is to find papers. He lives in the Red River Assisted Living for the Gifted Child where parents dump their kids with "shit powers". In An Animated Short Where Pissed-Off Supes Kill Their Parents, Papers takes part in Ghost's campaign for revenge on their parents. He was used to locate the list of the addresses of the parents at Denis' house with no success only for Big and Fang to find them behind a portrait. Papers claims that his powers helped to give them away. Before being killed by Homelander, Papers sheds a tear.

- Paper Manipulation: Papers possesses the ability to manipulate paper, allowing him to attract and reshape it with his hands, He uses this power to locate paper.
- Paper Sense: Papers possesses the ability the ability to sense paper, and can use this power to locate specific papers though this power isn't very efficient.
- Superhuman Hearing: Papers possesses superhuman hearing, allowing him to hear better than humans. Like all Supes, he can hear higher frequencies that humans cannot.

- Besides The Narrator, Papers is the second character in his debut episode to break the forth wall stating that he wasn't described at the beginning as he felt that he wasn't important.
